12 The following is composite statement taken from correspondence explain- ing the various functions of the three agencies, The International Coordina- tion Committee, the Children's Commission of the International Coordination Committee and the Central Sanitaire:- “The Committee of Coordination is a general Committee set up to coordinate international aid to Spain. It’s functions has largely been that of providing information, literature, calling conferences, making appeals or sending protests concerning intervention in Spain. It has never been a technical Committee in the real sense of the word. “Two sub-commissions were developed out of the Committee de Coordina- tion to provide technical information end work out effective plans of aid in the medical andchildren’s fields. The first has developed into the Centrale Sanitaire Internationale, which now coordinates practically all medical aid to Spain. It has an official representative in Valencia, works through government health and medical service departments, and on the whole is the most efficient group through whom.Canadian medical aid can best be sent. All questions dealing with Canadian medical aid to Spain should he handled officially through them. Their secretary is Dr. Georges Valensi. Any general fund for the Canadian Unit in Spain should also be handled through them. “For all children’s work, The Children’s Commission of the Interna- tionale Coordination Committee is the official organization to carry this out, as the documents sent explain, this Commission also works through official Spanish Government departments in our work. Any money for children’s colonies or food for children’s relief should be sent through us. Until such a moment as general relief sub- commission is created, this Committee can handle shipments of food which are destined for general refugee relief. “A general reserve fund in Paris would be best done through the Central Sanitaire... The Centrale Sanitaire took care of sending money to Dr. Bethune when he was in Spain. You could have full confidence in the organisation to send you prompt and steady reports on financial as well as other situations. “Concerning the role of the Children's Commission in the support of Children’s Colonies in Spain. We are actually a technical body charged with furnishing information from Spain for Children’s relief to the various national Committees, making purchases of foodstuffs for the Ministry of Public Instruction for the support of homes, or for the Ministry of Health for babies and pregnant women’s relief. This Commission is also in charge of seeing that shipments from various national Committees are forwarded to Spain in the swiftest and most economic manner, and of providing news, photos end stories concerning children’s homes or general relief work carried out for any national committee in Spain. “This Commission does not manage the homes in Spain.
